i'm currently running the asus x670e-e and my idle voltage for cpu is usually around 1.43volts@5.5ghz. it drops to 1.35volts@5.1ghz during cinebench runs. i have tried lowering the voltage and it crashes on me. i'm familiar with how to do intel so this amd is a whole new ballgame for me. i have read that 1.5volts will not cause degradation to an amd cpu but, that still seems kinda high to me. can someone give me some advice? just fyi, i have updated to the latest bios.

Then you have two options, leave it stock as its working as intended or play with Curve Optimizer to dynamically undervolt. Static undervolting is not the way anymore. There is a LOT of content out there for how to get started.

On AMD rather use Curve Optimizer and set -15 all cores to start with, should work, if yes -20 etc up to -30, if not -10 should always be safe on a binned chip like a 7950X

1 tick is around -3mV but the exact values aren't constant, they change according to clocks but don't remember the dynamic
