100+ while booting

Hey i was wondering if anyone knows my problem. I build myself a new Pc and it works completley fine. It has a i9-13900K, for ccoling Nzxt Kraken 360, msi rts 3090 and Z790-P Mainboard.
my problem is that sometimes it boots and gets rly hot the CPU (at least is what bios tells me or temp reading if it manages to boot with this temp) now the weird thing is, that only happens rarely. idk why but like once in a month or twice it can happen and after waiting 30 min it is gone again. I just wondered if anyone has a clue. thank you
