will an i7 11700k be fine running either a 4060 or 4060 Ti?

A 11700k will be plenty for a 4060 or 4060 Ti 🙂 The bottleneck wouldnt be enough to worry about.

Bottlenecking does not destroy or damage parts.  Its not harmful or dangerous in any way.

You can happily pair the 11700k with a 4060 Ti .

I have been thinking of upgrading my gpu for a while now and I'm thinking of getting of either a 4060 or 4060 Ti to pair with my i7 11700k. I know there will be some bottlenecking, but would it be healthy to pair these until I upgrade my cpu in a couple months time to like an i9 12900k. I'm trying to "future proof" my Pc, but I'm not sure if this would be the right call to do.

Any advice would be greatly appreciated.

bottleneck doesnt matter, you will still get more avg frame rates regardless unless very specific conditions are met. 

GPUs can carry forward into new builds. There is nothing unhealthy about a bottleneck you are ALWAYS bottlenecked.

1440p? No significant bottleneck.

1080p? Yes, a noticeable bottleneck, but the solution isn't a platform upgrade - it's a monitor upgrade.

I actually love that combo, the 8% bottleneck is nothing to worry about.
