How to decrease the fan speed in windows

That's very interesting. 

You might have better luck using software within Windows, like Fan Control since it seems that you cannot control the speed directly within the BIOS. There might be some kind of auto-detect going on or something with the Intel fan that allows it to adjust the speed automatically, or something goofy with the Delta fan.

Leave it bro thank you for your help but I removed the fan and kept the old fan I will use it for this month and am going to upgrade the pc

I'm not seeing anything that relates to cooling whatsoever.

What header did you plug the fan into? What fan did you have previously? Did switching the new fan to the old fan resolve the issue? What fan did you specifically purchase?
