How to decrease the fan speed in windows

That's very interesting. 

You might have better luck using software within Windows, like Fan Control since it seems that you cannot control the speed directly within the BIOS. There might be some kind of auto-detect going on or something with the Intel fan that allows it to adjust the speed automatically, or something goofy with the Delta fan.

What kind of PC is this? Is it a pre-built by Dell, HP, etc?

You need to look at the plug on the fan and the header on the motherboard.  If they don't match (I.E. One is a 4 pin and the other is a 3 pin) You'll have issues on cheap boards.  More expensive boards can usually switch between controlling the fan via DC (3 Pin) or PWM (4 pin)  but cheaper ones don't.  Easiest way to fix this, if this is the problem, is just get a fan with the same amount of pins on the plug as on the header on the board

 With all the Trolls, Try Hards, Noobs and Weirdos around here you'd think i'd find SOMEWHERE to fit in!

It does. It's been a while since I've had a pre-built, but they don't always allow you to control fan speeds, or your options are limited. If it's a standardized build...that makes it much easier.

 

Additionally, Dell and HP can implement their own ways of doing things, so they may differ in that respect too.

Do you remember what motherboard you installed in this PC? What type of fan did you plug into it? How many wires does the fan have going to the connector?

Check the BIOS to make sure the header is properly configured, and that it was plugged into the same header as before.

I'm not sure what BIOS is used on this brand, but I have a feeling it's the older style where you're forced to use the keyboard to navigate around, based on the cost of the motherboard. Based on that assumption, it might be under PC Health Status, or Advanced BIOS Features.
