Bad/cheap controller?

soo i got myself this controller:

HyperX Clutch Gaming Controller

 

and when i push the sick up and hold it... i get this

does this mean the controller is just bad? 

 

(im 100% noob at this)

Check the calibration in the "set up USB game controllers" control panel. It should give you a view of what the analog stick is doing.

Looks like its just slightly off to the right, maybe try running the calibration, or just compensate it a little left when setting up Joy2Key.
