Games, programs or workloads that it will be used for: Fortnite, Minecraft, Call of duty, etc...

Other details (existing parts lists, whether any peripherals are needed, what you're upgrading from, when you're going to buy, what resolution and refresh rate you want to play at, etc): Within the next few days I will be buying majority of parts, using a old hard drive from old computer for windows and moving it to the new ssd. He already has a monitor that runs at 1080p, and has a keyboard/mouse. 

I really just need a second and/or third opinion about the parts list, if it's better to pay around the same price for a better but used graphics card, and if  3600 ram with 18 cas latency or 3200 ram with 16 cas latency is better?

I'd stick with 3200 cl16 on am4
