7700xt or 6800?

If you don't need AV1 encoding, I think the RX 6800 is the clear choice: similar performance, but with 16GB of VRAM vs the 12GB on the 7700XT.

If you don't need AV1 encoding, I think the RX 6800 is the clear choice: similar performance, but with 16GB of VRAM vs the 12GB on the 7700XT.

Do you know what the TDP for both would be? I have a 13600k and a 650w PSU

Either card will be more than fine with that PSU, provided it's good quality.

can you go used? a 3080 can be had for around that price used. but the 6800 should do better at 1080p but not a lot better

then at 1440p it's about the same difference

The article I linked shows system power consumption for both cards - they are almost identical. And paired with a Ryzen 7 7800X3D, the system pulls around 350-375W when gaming with either card. Your 650W PSU will be totally fine.

As of right now, I think i might go with the 7700xt because I will need the av1 encoding.

No , AV1 encoding is largely irrelevent unless you are a streamer who wants a higher quality upload using a lower bitrate.

 

To be quite honest I don't think twitch uses av1 yet but I know live youtube streams can , I suspect av1 will be a twitch thing in the near future though.
