Other details My friend is building an ultra-budget pc that I am helping him with and are currently trying to figure out what GPU to use and also refining the parts list. 

He does not want to use secondhand parts from Ebay.

At this point i just have to ask - is the 2nd hand market so bad, that for $400 you can't get absolutely anything? I mean here for that money you can get a full working system with Ryzen 3600 + GTX 1070 + 16GB RAM + SSD.
