Random Files in locallow

I've recently installed Windows 11 Pro on a new laptop and things have been running smoothly, but when I looked around the locallow folder I found some random files.

They seem to be locked by the system, so are unable to all be deleted. Some have random data and a header, while others only have the header?

 

What are these files and why is my locallow folder being filled with them?

Did you ever get a solution to this?

 

I have this same thing happening. I did a wipe and reinstall (even though I let Microsoft restore settings and apps from my previous install), and before I installed ANY 3rd party software they were back.

you can use "process explorer" to see what is using the files.  Download it from microsoft power tools
