Budget (including currency): $600 USD

Country: U.S.

Games, programs or workloads that it will be used for: Halo Infinite, Half Life VR, PvZ GW2, The finals

Other details -

Already have a core I5 12400 system with a 2070 super

I’m planning to upgrade my gpu and maybe cpu however my budget is limited, I wonder if I get a 4070 for a gpu would my I5 bottleneck it?

Are you playing in 1440p or 1080p?  At 1440p, it's a solid upgrade.

The 12400 isn't a bad CPU for gaming so will be able to feed the 4070 decently.  I'd probably want to upgrade the CPU as well soon too though.

I have a 1440p monitor and I mostly play games at 1440p right now and they don’t run half bad but stuttering is an issue, Do you think I should upgrade the cpu before gpu? There is a 12700kf at a local store for $200 USD if that’s worth it or if the 12400 should be fine for now?

What is the rest of your system?  PSU, drives, RAM, etc?

The 12700K at 1440p won't give much lift, maybe 10-15%.  I'd not get that for $200, personally.

Look at your drives, for stuttering.  Do you have any games on a hard drive?

No games on hard drives, Most are on an M.2 from SKhynix one or two old ones are on a SATA SSD drive from Inland. Stuttering has been a problem on some games especially in older ones and I’ve tried to fix, no throttling yet some older games are at 100% CPU all of the time

my Entire current system is as follows -

I5 12400,

Gigabyte B660 Gaming X AX DDR4,
32gb of G.skill 3200 mhz, (dual channel

Founders Edition RTX 2070 Super

Thermaltake Contac 9 SE cooler

4 Montech 120mm Fans

1 ASUS TUF gaming tf120 120mm fan

Corsair CX 750m PSU

SKhynix 256gb M.2

Inland SATA SSD 256gb Gold Drive

A 4070 will certainly be an upgrade over a 2070, BUT be prepared to experience CPU bottlenecks soon with that 12400f on DDR4. The difference between DDR4 and DDR5 in average FPS isn't big, but in some cases the 1% and 0.1% lows and frame timings are really noticeably different where you would start to feel the gameplay more jittery or laggy and not that smooth as expected. And things will only get worse if you try to use DLSS.
