So, I recently built this pc and it is not my first build, so I know what I am doing, but ever since I built this pc I have been having stuttering issues in all of my games. The things I have tried are disabling xmp to see if the ram was causing the issue, I also tried disabling SAM and that did not fix it. I also tried disabling fTPM (which this help the stuttering not be so bad), I have reinstalled win 11 so many times that I cant even remember at least 18 or 19 times. I also reset the bios and updated the newest bios multiple times and still nothing has fixed the problem. I thought it was the ram because it was from a older build but it still has the same problem with newer ram, I also thought it could be my crappy m.2 I had for years but I replaced it with a new one and still it did not fix the problem. I thought it was my cpu bottlenecking my system so I got one that does not bottleneck my system and still this did not work, I thought it was my gpu but I replaced it with a new one and it still persists (I also switch do the other bios option on the gpu itself like their was a switch and I feel as thought this made my performance worse I switch it back to the other bios and still feels like the performance is worse). The only things I have not yet tried are replacing my motherboard and the psu (But in my pc specs you will see that I have a very good psu and I have not even had it for a year yet and never had a problem with it). I also tried disabling ulps in msi afterburner and this does not help I also disabled MPO and this did not help. I ran userbenchmark multiple times and it as told that everthing is great. So honeslty I dont know, I also got a brand new 280hz monitor to see if that would fix it and nope I also tried ddu multiple times and I have all the right drivers downloaded and chipsets.

Your hardware is probably defective. Maybe the gpu as you reinstalled windows and drivers many times. Try the gpu on another mobo or another gpu in this system and see if the problem continues.
