I would say don't, if you're just a 70c max. You'd just be adding noise to your environment in return for nothing substantial. There isn't any difference between temps under 70c. Unless what you're doing is overclocking, then it would be a different discussion. I would only make the fans more aggressive if I'm getting hot temps all the times, hotter than 80c. Only time you should be worried generally is when your processor is sticking to 80c and above in most situations and games. But even then it means something else is not right in there, like the cooler being not a good match for the CPU, or a lack of airflow, themal paste shenanigans and such issues.
