air coolers

Air coolers like this would be more than plenty: (if they fit inside case)

be quiet! Dark Rock Pro 4 50.5 CFM CPU Cooler

Noctua NH-D15 82.5 CFM CPU Cooler

Deepcool AK620 68.99 CFM CPU Cooler

Thermalright Peerless Assassin 120 SE 66.17 CFM CPU Cooler

no pricing and country. But parts-wise. There's no issue. You can also go with 7600, as has a very similar performance. But if the difference in price is around $20-30 converted and just go with 7600x. As for cooler there are a lot of  to choice from, like any Thermalright Peerless Assassin 120 variant. But if you are in North America or EU, then you can go with Noctua nh d15, it's expensive like x2 or x3 vs the peerless assassin, but it's very well supported. Like when it's time to upgrade and amd or intel have a new socket and the cooler needs a new bracket, they give out a new one for free. While other brands, you might have to buy a supporting bracket or their might not be one.

indeed they are, except for Noctua which in turn focuses on silence

for the coolers, their difference basically lies in their slight performance and loudness difference, Assassin should be the coolest and Noctua the most silent

if the non-X is cheaper overall (including sales) and you could use the extra budget towards the other specs of the PC, the non-X version comes close to similar performance as the X version

okay, few things,

case is expensive and could be cheaper but it's up to you,

what's your MB choice based off of? are you planning on using wifi? or having extra M.2 slot to future storage upgrade?

Win 11 key could be bought for cheaper and I think the install itself is free, you only have to then key to fully unlock W11,

the X could be swapped to nonX version, if you browse on picker, and click add on another CPU it will replace the current on the list,

are you going for white aesthetic? CPU coolers can have white variants for same or similar price,

RAM is good,  could be lower CL latency to like 30, but 36 isn't bad

also the case if it's this expensive usually includes few fans so make sure you're not buying too many,

many fans are not needed even for high end builds few fans are just enough but it's up to you if you want the case to look pretty,

some brands include fan bundles which can be cheaper than buying several individual fans (have a look at Arctic P12 bundle for example)

You preferably want a ATX 3.0 psu for these RTX 40XX cards. Low profile RAM if you're going with a dual tower air cooler so that you have enough clearance and last but not least you want low latency RAM if you intend on gaming.

Nvidia is due to release three new gpu's next month. Look at the reviews of the RTX 4070 Ti Super 16GB. You can use the onboard graphics that comes with that cpu until then.

https://www.techpowerup.com/316842/nvidia-geforce-rtx-40-series-super-review-schedule-and-availability-confirmed

Replace the 140mm fan that comes with that case with the 140mm ARGB fan.

picked this one because i liked the tempered glass look on the case agreed it is expensive and may look at finding a different one.

I don't know too much about motherboards and there are so many different variants of them i just looked at a few and chose one that was compatible with the CPU and gpu.

i already swapped out for the non x version and aesthetics was looking to do an all white pc with the fans rgb but might change to black

for good aesthetics you can choose @Why_Me's Motherboard,

finding a budget motherboard for AM5 isn't difficult, look at this board:

MSI B650 GAMING PLUS WIFI ATX AM5 Motherboard

it's MSI B650 Plus WIFI ATX AM5, - you're only worried about the chipset number, which is B650,

any board that has B650 chipset is good, however don't confuse B650 with B650M, the M versions are slightly weaker (though still powerful enough to support and power current generation CPUs)

if going B650M, make sure it has heatsink, as that will be much better for the VRMs,

  • Motherboard features as simple as, M.2 slot amount, SATA amount (not relevant unless you want copious amounts of storage), if it has wifi and it's type, and other headers like USB and amount fan headers (multiple allow fan control on more than one fan), heatsink on VRMs, and then slightly more complicated features is the type of VRMs, which is simplified by categorizing motherboards in chipsets, any AM5 motherboard should be able to run any AM5 CPU, B650 motherboards have high quality VRMs that can support future generation CPUs from AMD

But, you can simplify it and simply get motherboard @Why_Me, I am certain it features multiple fan headers if you want to have lot of fans in your case.

@Why_Me's list features all white parts, very gorgeous build if I can say myself (reason why it's cheap is because there's no GPU included)

speaking of GPUs, your idea was to get 4070ti, that's a great card, especially if your use case can utilize Nvidia features, but if you're just gaming, and only gaming, consider 7900XT, that GPU is slightly faster than 4070ti at about same price, at least in raster performance comparison (or gaming without RayTracing)

completely off topic thing but is the msi 4070 ti worth the extra $300 compared the the 4070

no it's not off topic,

it depends, if you're going to use that extra power, it is much more worth if you're on 1440p or if you plan to play lot of new games that aren't optimized and usually are barely playable even on the fastest cards because developers released them too early,

here's relative perf chart:
