I have found a deal on fb of a xeon e5 2680 v4 system, what would an resonable graphics card be,

 

for context this would be used for:

streaming

video editing

         games such as:

                  emulation of consoles

                  minecraft (if rtx cards possibler maybe raytracing)

                  gta

                  and sim games like bmg drive

Define "deal," since that CPU is so old that it will be outperformed left and right in nearly everything by an R5 5600 or i5 12400, especially in the workloads you're planning on doing with it, and those aforementioned CPUs can be had for very cheap as well. If this does end up significantly cheaper by some miracle, then consider it, but it just doesn't sound like a good pick for what you're trying to do.

its full system except gpu for 150£ around 190 usd, however the psu would need to be upgraded most likely so around 200£ which is near 250usd

That might make sense, though I'd still try to price out something a bit more modern. For what you're doing a consumer focused 6-8 core chip like a 3700X, 5600, 12400f, or even 10400/12100F would make sense performance wise and should be able to be had for a similar cost. 

 

If you do want to just through a GPU in that, I wouldn't really want to go for anything faster than a 6650 XT.
