It's relatively common for sites to geoblock precisely for reasons like "service isn't available here, no point allowing them to visit the site".

This is more common since GDPR is in effect, e.g. a US-only site blocking all non-US traffic so that they don't need to spend time and effort making sure their site is compliant with foreign regulations when they're not doing business there anyway.

So I checked and my friend can open it what the hell have I done to them that I’m blocked could it be a bug?

Can be based on your ISP, or if you are behind CGNAT a bunch of other users share the same IP as you and and one of them did something naughty that got this IP blocked that would result in everyone behind that IP losing access.

What defines naughty? 
 

I’m also blocked when I use 4G. So doesn't that seem as a hardware ban too? But I also can’t use it when I go through PC either.

Hey. So my dad is a programmer and he told me he had tried to test his own website’s defenses with an SQL. Injection. But the system likely identified it as a hacking attempt. Could this be it?

Only if his website is protected through cloudflare, in which case CF would likely flag the IP and restrict it for other sites using CF...
