It is a desktop pc, so no performance mode available.
I did not made any changes in bios besides enabling XMP. I do not know enough about the bios to be changing settings myself.

Windows can be run slower or faster. Go under power management.

And for the Bios, it's not impossible the system is set to run 100% by default. And activating C-States in the Bios solves your issue.

Hello!

I have had this "issue" for a while now, and only recently wondered if it could be harmful. Whenever I look in taskmanager, my CPU always shows as 100% in use, even when there's nothing running in the background. I've double checked this with HWiNFO to see if it is a taskmanager issue, but it looks like it's not as I'm getting similar results. Doing research on the internet didn't provide me with any clear solution. If anyone would be able to point me in the right direction that would be great. Thanks in advance.

Have you tried running an anti-malware application like Malwarebytes to check that?

I did think about that, but there were no results when running the scans. For whatever it's worth, I build the pc by myself, and it has been like this ever since day 1. Unless it came with preinstalled undetectable malware, I don't think that's the issue.

Maybe Windows set on performance mode ?

Or the cpu set on Full ON in the Bios ? enable C-states

Did not know power management was a thing on desktop devices. It was set to Ultimate Performance, but changing it to Balanced or Power Saver didn't change a thing. I managed to find the C-States in the Bios, this was set to Auto. Changing it to Enabled didn't change a thing though.

Update, after resetting the power plans to default, it fixed the issue in Task Manager. So you were in fact correct about Power Management.

Thanks for the help!
