Cloud Storage Choice: Sync files between different computers

Hey! I am trying to find a cloud storage that best fits my needs, which are:

 

1. let's say I have two computers, and I want to sync the files (not all the files, just some specific folders) on both computers so that they can always stay the same. I also wish to access these files online using phones or tablets.

 

2. I want all the files stay local, so that I can have access to them all the time, but they will synchronize when internet is available.

 

I have tried oneDrive, but it didn't work as I expected. For oneDrive, you cannot sync any folder you want in your computer. You need to put the files in their online folder. Even though you can choose to download all the files, I still prefer my files to stay local.

 

Does anybody know which cloud drive can best fit my needs? Thank you!

Thank you! I checked this website, it looks like there will not be any cloud storage, just the sync between two computers? When synchronizing the files between two computers, do both computers need to be turned on?
