I have a RX 7800 XT GPU, and when I put it into my motherboard outside of the case trying to test it out the GPU lights up but the fans do not spin. I do not know what the problem is the pins on the GPU there are eight pens and 28 pens, so 16 pins in total and on the eight pins, there is seven out of eight that fit my GPU from the cord of the power supply, but it still goes into my GPU. Regardless of that is that the main problem all the pens have to have the same shape, even though it goes into the GPU besides that everything else looks fine besides a slightly bent, SSD, that I kind of do anything about because the thermal thing on top  Laying on top of it so I had to press it down

The GPU fans spin because the GPU gets hot.

 

The GPU gets hot because it converts electricity into heat.

 

The GPU needs alot of electricity because it needs it to do calculations.

 

The CPU sends instructions to the GPU when it is better suited to the JOB.

 

The job is booting up the computer and getting to windows....Mr CPU does not need the GPU to do very much other than display a very basic image.

 

Thus the fans don't need to spin they can just chill waiting for the time when they are needed to rescue the GPU from eternal hellfire.

 

In other words OP don't worry about the GPU fans , Almost all modern GPU's will not use the fans till it reaches a certain temperature.
