Does anyone know how I can fix this flickering on games?

I just got a new ultra wide monitor the Dell S3422DWG. I have noticed this really annoying effect on any games im playing but I recorded a video to showcase it on the last of us part 1 on PC.

From my own testing this seems to be sharpening or hdr related but I'm not sure how to fix it.
