fpsstutters I NEED HELP

okay so i have had my pc for around a 1 year and 3 months, on my old GPU which was a 1650ti i had these little FPS stutters then it would spike back up to whatever my FPS was capped at, i just bought a new 4060 to try and see if that would fix my issue but its still doing it any rec i could do ive tweaked my system etc, my full pc specs are 

Asus Msi 4060 8 GB Grahpics Display

i9-10900k 4.50Ghz Clock Speed 

AIO Pump Cooler for my CPU

64 Gbs 3600 Mhz Patriot Viper Steel Ram

and a Asus B560M A-AC Pro Motherboard

Have you tried a different monitor/capture card?
