Stuck on ASUS logo

So basically I was trying reinstall windows on my laptop but it was stuck at resetting pc at 36% and nothing seemed to work so I thought to have bootable USB to clean install the windows. Laptop started to turn on and off on Asus logo and I can still load into my boot menu using F2 but arrow keys ain't working there. What I can do to fix the issue and install the windows?
