My friend has a MSI B650 Tomahawk board with a ryzen 7800x3D. 

 

We are trying to disable the secure boot so that way we can install windows for them.

 

However, when we disable secure boot, and then save, it looks like it is disabled until we reboot to try and boot from the USB to install windows.

 

It then gives up Security Vilocation 0x1A and then puts us back into the BIOS and secure boot re-enables itself.

 

Any help would be great.

A lot of boards will require that in order to disable secure boot, you need to both disable the setting and delete the pre-installed keys, and in my experience that can take 3-4 times to work depending on how annoying the motherboard is. 

 

That said, Windows has supported Secure Boot without issues for quite a while now, so I'd more be wondering why it isn't working with Secure Boot rather than why Secure Boot isn't turning off.

I am using Ventoy, would this maybe do it?

Yeah, that might do it. From what I remember, Ventoy does work with secure boot (at least I don't remember having to turn it off to work with the couple of machines I used with it, though I can be wrong about this), though the installation of it defaults to Legacy boot rather than the modern UEFI. If you didn't manually change it from the default, that is likely the issue you're running into.
