If you go to https://www.microsoft.com/en-us/software-download/windows11 you can get Microsoft's software for creating Windows 11 install media. From there you plug your media into your new pc and boot off the drive to install Windows.

Download the Media Creation Tool from Microsoft and use it to make a Windows 11 installer USB drive. (This will erase the drive.)

 

https://www.microsoft.com/software-download/windows11

 

Then you can boot the new PC off of that drive and install Windows.

 

This doesn't buy you a Windows license, though. In order to fully activate Windows legitimately, you need to buy a license from a Microsoft-authorized reseller in your region.

Like what the other two said, but I find it better to use Rufus to download and create W11 install USBs, it allowing you to bypass requirements like secure boot and so on, while also creating a local offline account, to make it less easy for Microsoft to mine as much info as they can off you.
