Are you using a wireless or wired Keyboard? Sometimes wireless keyboards don't load up properly for the BIOS when things get reset. Try using a wired keyboard.

Try using a different USB port then. Try a USB 2 port. These are typically black in color.

Shut the PC down and swap it. Likely wont work if its actively in a failed load state.

When I had a Razer keyboard back in 2017 I couldn't operate on Asus B350 setup either, I had to buy a very cheap/basic USB-2 keyboard and then it worked. After that I could use my Razer keyboard to operate the BIOS as usual and I returned the keyboard to the shop.

Can you not just go to Walmart or local big box store and buy a cheap 10 or 20$ wired keyboard?

Ok, try to switch the slots it is in. If you have 2 sticks then just do every combo of positions possible.

How would I go about doing that

the top download at that link for your motherboard that I linked is a zip, you have to use the .exe to bless/rename the file in it (have no idea why they do it this way it's just what they do) then drop the renamed file on the root of a flash drive. plug the flash drive into your motherboard with nothing else plugged in and it will do the update without human input. it will display a completed message eventually.

alternative theory: your motherboard could just be doing memory training on first boot and seem unresponsive. it's a AMD thing, it's real and it's weird. but it tests people's patience a lot.
