Network issue?

Xbox app does not load any games, not the ones available to download nor the ones I have in my library. This isn't a huge problem since I can open them throught the desktop shortcut and they work just fine. The xbox app also starts working again by simply disabling ethernet on my computer and turning it back on. On the other hand, youtube and most web pages work from the get go. Meanwhile on my phone youtube will only play videos after turning the wifi off and back on. The network troubleshooter doesn't do anything since the interenet does work on some apps. I also flushed dns (whatever dns means) and cookies.
