Other details Ill be buying a Dell Monitor this one as well (out of budget) https://www.dell.com/en-au/shop/dell-27-gaming-monitor-g2724d/apd/210-bjbn/monitors-monitor-accessories so 1440p and at least 120hz hopefully and high graphics settings.

Monitors: 2 Monitors one is the dell one linked above and another very old dell one that's 1080p and 60Hz I believe

Peripherals

I'll be getting a windows license separately outside the budget but not sure which type I'll need

Why are you upgrading?

Don't have a PC just have a very old laptop from 2015

that's a bad cooler for that cpu, probably would be toasty and throttle. You would need at least a dual tower and/or those with 5-6 heatpipes air coolers for intel K variants. 64gb ram is also a bit too many for a 1440p and 1080p monitors.
