Stuttering in Games

ive been experiencing stuttering in games for example in red dead 2 my fps will go from 90 down to 70 for a sec then back up ive ran ddu uninstalled my video drivers i have done a complete windows reset my power plan profile is right my drivers are all updated i have no random background programs my temps are fine it is a new build as well im 99% sure its software related as ive done extensive benchmarking of the components and have had no issues
