@Agall what about this cooler? cooler master says it has a 100 watt cooling tdp https://www.coolermaster.com/catalog/coolers/cpu-air-coolers/hyper-h412r/#specifications

Looks sufficient, similar to that 92mm Thermalright one I linked.

i have an i7 4790 non k cpu, that i will be putting inside what looks like a mid tower atx case i have pics of the case below i need a cooler under 30$ that can cool my cpu yet also git in the case. as you can see the backplate where the standoffs screw in has some raised parts not sure if that will be an issue or not? the cheaper the cpu the better as im on a tight budget 30$ is my limit but id like to keep it under 20 if possible

Most newer coolers still support socket LGA 1150.

Thermalright ASSASSIN X 90 SE CPU Cooler, 4 Heat Pipes, TL-G9B PWM Fan,Aluminium Heatsink Cover,AGHP 4.0 Generations Technology,for AMD AM4 AM5/Intel LGA 1150/1151/1200/1700,Mini PC cooler - Newegg.com

Something like this height wise won't give problems like a 120mm version would, and its only $17 which is nice. Has listed LGA 1150 support.

Nothing a mallet can't fix, genuinely. Cases are usually mild steel, so if you need to make an indentation behind the motherboard tray, it shouldn't be too difficult to give it a bit of extra space without compromising the structural integrity.

4790 had a redesigned paste for how the IHS attached which made it run cooler than the 4770. The non-K SKU 4790 should function with a stock cooler since they usually come with one for that very reason. I don't believe the hole pinouts are the same between LGA 775 and LGA 1150, but you could always try it. Otherwise, that cooler I linked with some slight potential case modification would be a good forever cooler for it.

@Agall so i test fit the mobo into the case and using a tape measure i measured from the top of the cpu ihs to the edge of the case where the side panel would be installed and i measured 6 inches so i need a cpu cooler to fit that height

you're either going to have to go with the one I linked before, the 92mm which will fit on the height but might give you issues with the backplate (if the standoffs aren't normal length for the case). Otherwise, you can simply go with its intended cooler, being the stock cooler.

intel cpu cooler for lga1150/1155/1156 oem (intel e97378-001) - Newegg.com

These install with push pins, so there's no backplate that might be too thick for a case with non-standard standoffs or without a cutout on the rear. The 92mm Thermalright one will perform better, but we're talking about a 10 year old CPU so relative performance isn't going to be great either way.
