send phone audio output as http stream to echo dot or send files as http stream?

Hello,

I use the program "stream what you hear rs" to stream audio from my pc to an echo dot. Its sends an flac http stream. I use the skill "Mein Radio" to play it on the dot, works flawlessly. 

I want to do the same with my android phone. It would be optimal if it capture the complete audio output but a solution that only can play local files would be also ok. Any ideas?
