GPU recommendations?

It's going to be paired with 7600X and 1440p 144Hz monitor.

My budget is $500 ± 50.

What uses is it for? 

If it is for gaming alone, and you don't care too much about raytracing and DLSS you will get most bang for your buck with an rx 7800 xt. 

Otherwise I guess the best option from Nvidia is an rtx 4070. 

But you will get less rasterized performance for a higher price. And according to the link I've posted, amd is catching up in raytracing so it's not atrocious anymore. 

Another aspect is if you care about power draw.

Used 3080ti or used 3090 depending on luck

 

At the lower end of the budget (~450) used 3080 or 6800xt/6900xt

Im running a used 6800XT at 1440 144hz and it runs beautifully. Though if you can find one new it would probably be better since you have the warranty

At a price point of $500 I don't think RTX is an option at 1440p.

My 4070 Ti gets 85-90 FPS in Witcher 3 with RTX (1440p), Horizon Zero Dawn 130-150 FPS.

RTX kills frames.
