Pc not turning on

Heys so im on a asus h81mk motherboard installed a new cpu fan cooler

 but now the cpu wont turn on at all no matter how many times i press the chassis button

 

so im thinking short circuiting the 2 pin manually. But its behind my GPU card so it's hard to do

 

I also found this black button as well next to the sata port. Is this a manual power on button? The 

H81mk manual doesnt explain what it is

The black button is a push pin for the heatsink.

 

Remove the GPU and try to boot on the iGPU.

Are the two parts of the large ATX motherboard power cable correctly snapped together and inserted properly, and does the motherboard have an additional connector that receives adequate power?

A second thing you can try is to reset the CMOS.

Ok i tried manual jumpstart

 It works. The cable connecting to the chassis is probably screwed
