HIGH CPU USAGE 70-80% and LOW GPU 8-20%

Hi, 
SPECS:
GPU : 4060 tuf
CPU: RYZEN 5 5600x
RAM: 16gb 1 stick 3200hz 

cooler: aio liquid cpu cooling
MOBO: b550 msi mag tomahawak
Resolution: 1080p 144

I kept having low frames on low setting in games such as TARKOV (EFT) and warzone bet 45-80fps . 

Please send help if you have any solution to fix this.

What i tried:
DDU
UPDATE GPU DRIVERS AND WINDOWS
RYZEN MASTER , update socket. 
XMP ENABLED PROFILE 1

THIS WOULD BE MY SUSPECT. BOTH GAMES ARE CPU INTENSIVE AND OVERAL SHIT GAMES WHEN IT COMES TO OPTIMIZATION.

that is not possible, there is surely something is wrong here.
Can you check if you have the latest nvidia drivers?
Also make sure in Nvidia control panel, power profile is set to maximum performance.

Also do a little experiment.
make a 1440 or 4k custom resolution in nvidia control panel.
Then in-game, select 1440p or 4k resolution and play the game.
Check what resource stats you get.

What AIO do you have? Is your memory XMP on?

with just 1 stick of ram this is entirely possible...
