I had read about the BIOS update needed, still working that out, to be sure, it has to be a 12th gen to update the BIOS?

Yeah, it's got to be a 12th gen chip. If you have a friend with one, borrow it and update the BIOS, but if you don't it's not a massive performance difference from 12th gen to 13th gen and wouldn't really warrant trying that hard to get the BIOS updated.

I don't have the peripherals, but the monitors aren't included in the $1000, that is for the rig itself.

If that's the case, you can step up to a 12700KF instead with a PSU and cooler upgrade and have a bit of money left over.

Hi team, I decided to build my first PC from scratch after wanting to modify an old PC I was given but never got around to it.

(Old PC is not being used in build)

I have a few items already

Case: Lian Li Lancool 215 atx

Mobo: Asus TUF GAMING Z690-PLUS WIFI D4 ATX LGA1700

GPU: Gigabyte WINDFORCE GeForce RTX 2070 8 GB

I wouldn't mind putting in an i5-13600k into the system even though it might be overkill.

1. Budget & Location

Currency is $AUD, budget is looking around ideally no more than $1000 on the rest of the system

2. Aim

Good performance gaming in 1080 and 1440p, upgrade room for future, maybe even leading to 4k. Spreading a range of game genre(MMOS, RPG, FPS, RACING as examples).

3. Monitors

1-2 monitors, decent 27-32 inch, not sure about resolution. Most likely 1 monitor to start with.

4. Peripherals

Razer Naga X/trinity

Razer keyboard

P9ssibly unnecessary but maybe  Razer tartarus.

5. Why are you upgrading?

First personal build by myself.

Any help is greatly appreciated.

Main problem with this is the motherboard's BIOS. ASUS for reasons unknown to me (probably upselling their higher end boards) only put BIOS Flashback on their ROG and ProArt boards, so unless you can borrow a 12th gen CPU to do a BIOS update, the system won't work with a 13th or 14th gen CPU and you'd be stuck going for a 12600K or 12700K.

Just to confirm, is are these necessary to purchase within that ~$1000 budget or do you already have them. The way I read it you need the monitors but not the peripherals, but I could very well be wrong.

That actually gives me a bit more to think about, bit of saving is always nice. Much appreciated.
