It looks like you've either not disengaged the PCIe slot latch, or its being impacted at the rear end at the I/O bracket. Those PCIe slot latches can be difficult to disengage properly, sometimes you need to give it forward/back pressure to disengage.

 

I would seat it back in the slot fully, make sure that latch is pressed down, then try removing the card.
