I'm planning to buy a laptop, but I can't figure out whether it's better to get a 3070 or a 4060. Help me choose

the 3070 is better

A 3070 mobile is about on par with a 2080 super while a 4060 mobile is about on par with a gtx 1080

That's not the full picture.

First, we'd have to know what wattage the GPU's are. 60W 3070 gonna be slower than a 120W 3060.

And remember the mobile chips aren't their full desktop counterparts, meaning 3070 mobile is a desktop 3060 and a 4060 mobile is more like a desktop 4050 (if it will ever exists).

You're going to need to give more information than that. By a lot. An 80W 3070 versus a 110W 4060 might perform much closer than you would imagine.

 

In GENERAL I always suggest the newest Nvidia GPU one can afford because the tech simply lasts longer that way even if the performance is the same, due to backend improvements that won't show up so quickly, such as a solid fact is how AMD says while FSR 3's frame generation mode will function on the 1000 series, it's not going to be great because it was designed largely as an async compute task which the 1000 series wasn't that great at compared to the 2000 series onward. Or how 4000 series can use AV1 encoding which wasn't even a heavily touted launch feature for the cards.

 

But in the world of laptops, a properly powered 3070 and properly powered 4070 are going to run roughly the same in performance, except for raytracing, video encoding, etc which will simply be better on the 4070. But you're looking at a 4060, which is probably a fair dip in performance.

 

Anyway, give us the laptops in question, and the budgets you have, and the intended use cases, country of origin, etc.

I have finally moved to a desktop. Also my guides are outdated as hell.

I guess it depends on your workload. Is it gaming or do you do other thigs.

I'm in the same boat. Choosing between two laptops 

Lenovo Legion Pro 5, R7 7745HX, 32GB, SSD1TB, 40,64cm (16), WQXGA, RTX4060
or
ASUS ROG Strix G15 R7 5800H, 16GB, SSD1TB, 15,6FHD, RTX3070

 

Both are more or less 2000€. Gaming is not primary concern. I do play Halo and few other games. It's the bus that bothers me between two cards. I'm not sure how will that affect Resolve. As fir graphic design and photo editing work more RAM is what is more important than the GPU. With the Legion for the same price I get better RAM, screen and processor. Anything else is a massive upgrade from 1050 I have now in my laptop. 

Take a look at other things you are going to be doing and choose accordingly.
