What cable is this?

It's for the massage feature.
The massager seems to be inside the lumbar pillow.

Most likely you will need either :
A Male DC barrel jack to USB Type-A cable and power it using either powerbank / 5v phone charger
or
A 5v Power supply with DC barrel jack connector output. I'd say maybe you need one that can go up to 2 Amps.

Why 5v? because one of the picture shows using it with a powerbank.

Also going with 5v first is safer, if whatever they put in it is 5v based and you power it using 12v or more, it might end up broken due to overvoltage.

 

If there is an actual manual book that it came with or some sort of voltage info printed somewhere on the chair, see if it has info about what voltage and amp needed.

Looks like a female DC barrel jack to me.

As for what uses it has with your chair, hard to know since you don't even say what brand & model your chair is.

DC barrel jack, typically 12V (but can be others)

 

Does your chair have any lighting features or heating or smthn? that would be what it would typically used for.

Woah I have uh no clue I'll try buying a cable for it. Is there any cables on Amazon?

Don't just go randomly buying power stuff for it. Learn what voltage and amperage it needs first... unless you like breaking stuff.

Ye I was suggested to buy 5 volt for safety so I think that will be fine
