My friend got a used 3070 for €300 and that isnt included in budget. Doesnt mind going a little over budget if really needed.

Scale way back or get more money.  Going with a 5600 is solid as the 12400 and comes with a cooler, saving a good bit.  Don't need 850w at all.

 

Just to show it can be done near 500...

Thanks for the list. I made some changes that were important to my friend, like adding Wi-Fi to the mobo and swapping the psu for a cheaper, also awesome one. I also just added the cooler again because we like the rgb and the PC is always sitting next to my friend

Yeah, that works well.  Wasn't sure he could stretch over 600, so that is a very good thing.

Guys 650W isn't enough for a 3070. Get at least a 750W and make sure its efficient. I would recommend 850W though.
