Windows Setup Not Installing

I'm currently trying to install windows 10 using the media tool onto a usb drive. I'm at the part where it should be installing, and it is stuck on 0% progress. It did this for about 20-30 minutes, then I tried to restart it, and now it's been probably 5 minutes, and it's still at 0%

Can you verify the windows install usb? Try remaking the drive with media tool

I'm not using it for my current pc. I'm installing it onto a USB so that I can put it into the new one I just built. (I'm installing while in windows, with the media tool, just stuck at 0%)

disable antivirus.. you are writing to a boot sector.

I don't have one. Does windows have one automatically that I need to disable?
