RDR2 FrameDrops

I notice when playing red dead redemption 2, i notice my i get frametime spikes and frame drops, usually when this happens my gpu power goes down then returns back to normal. this is very annoying considering im using good hardware.

here are my specs:

what could be the reason? 

Note: the windows and game are on an SSD and i barely have background apps open, Also i have the 10GB version of the 3080
