X99 Bug

Hello everyone,
I have an i7 6580K processor with ASUS x99-e board.
Lately, I've been having a glitch, the computer turns on but the processor doesn't, more precisely, the CPU's fan doesn't turn on. So when the computer turns on, it displays the video card and the screen is black with a white line. Once in a few times, the computer turns on and on until I turn off the computer.

I wanted to ask what could be the problem? 
I replaced memory, power supply, and fan for the computer and it didn't help.

Replace CPU/motherboard?

If you propose to replace a board I found 2 boards with support for 2 processors (now I have one processor, I plan in the future maybe upgrade to another one)

have you checked your motherboard's error codes? if yes what do they show

 

as far as the motherboards go, there are some genuinely good ones out there, there's a guy on youtube that has ranked them from best to worst

 

im building a cheapo x99 system and have bout a jingsha x99 mobo but it hasnt arrived yet so i cant say anything about it

Which is better?

You can't run dual i7s in those boards; they're designed for dual Xeons.
