It needs new thermal paste regardless, since the heatsink has been separated from the die. (The RAM chips have thermal pads on them; those can be reused.)

 

That just looks like typical, few-years-old thermal paste to me.

especially on a big high performance bare die you generally want to clean it off and use fresh paste every time the heatsink comes off.

 

as for the dry-ness, that's fairly common in the original pastes, iirc it's something along the lines of "it is within margin of the best stuff" and it's much better with sitting on shelves at room temperature, etc.

That mean it already dry ? Cuz it shutdown suddenly and when put it on ac it work for 3-5min
