Enable V-sync or reduce refresh rate. Technically, there are ways of reducing it but can void the warranty on the graphics card.

There is no way to reduce coilwhine other than limit framerate in games if he pushing more frames than the monitors refreshrate. Coilwhine can be reduced by itself by just using the card of a few months but other than that, no.  If he has bad coilwhine it will most likely never go away.

Freesync just limites screentearing and stuttering, it doesn't reduce the framerate being pushed by the card.  Enable Vsync in games to limit the framerate to the displays refreshrate.  If its a 144hz monitor he is playing on then the coilwhine will be more than if he is playing on a 60hz monitor as the GPU is pushing more frames.

well limiting frame rate did reduce it but other some sercvhing it sems to be the power suplly
