Neither has enough VRAM to last longer than 3-4 more years for AAA games at most (arguably they don't have enough now), so the fact that the 4060 might last till 2032 rather than 2030 for driver support isn't really relevant. You'll have long upgraded by the time drivers aren't supported anymore.

The 3600 isn't faster though, but CPU manufacturer support doesn't really matter, the major vulnerabilities like Spectre and Meltdown will be patched regardless of how old a chip is, and by the time they aren't it'll be missing necessary instruction sets that it isn't usable in modern titles anyway. I'd still get the 5500 though, it is the better CPU overall.
