Bottleneck gpu/cpu

Hello when playing games recently from upgrading to a 3090ti i have seen low as in 3% of my CPU being used and then in other games such as Hogwarts legacy getting only 50% GPU usage and not being able to get a good 60 FPS I know my CPU most bottleneck my GPU, so is this the reason why proformas isn't to what i expected with my new GPU upgrade

Yes, that's not really a great CPU for gaming these day. Some new games and especially ones like Hogwards Legacy have some really big CPU demands even on modern systems. CPU usage is not really indicative of anything, games don't tend to use a whole CPU but mostly rely on just some cores to do the heavy lifting.

Often times it's also just an issue of latency from having to do constant memory access in which case the CPU is spending most of the time waiting.

your 7900x is absolutely the bottleneck.

 

My 10850K OC'd to 5.4 ghz is still limiting my 7900 XT, so your 7900x is seriously hampering that card.1
