PC freezing when booting,

Hey all, was curious if anybody would know why sometimes when I go to boot my PC it will get stuck on the VGA light? Then if I reset it again then it will turn on, and recently for the first time when trying to boot into Windows on the Windows loading screen it froze, all of my drivers are up to date, GPU is a MSI gaming x trio 4070 TI, motherboard is a z590 gaming Force MSI, with a 11900k and 32 GB of ddr4 with XMP enabled, clocked at 3600hz, build is only a couple months old would appreciate any advice on this!
