Help. Games capping at 20fps

Hello, 

 

For the past week i have been having 1 in particular issue with my PC

 

When I start my PC after it has been shutdown and start a game the PC will peek out at about 20fps. 

 

The only way to stop this from happening that i have been able to find so far is to REBOOT the machine (not shutdown then turn back on only works with a restart). 

 

I installed my new Ryzen 7 7800x3D since then it has been a serios pain. 

 

Ill put all my hardware here as at this point i have no idea where the issue is coming from. 

 

CPU: AMD Ryzen 7 7800X3D 8 Core AM5 4.2GHz CPU Processor

Board: MSI MPG B650 Carbon WiFi AMD AM5 ATX Motherboard

RAM: Kingston 32GB (2x16GB) KF560C36BBEK2-32 6000MT/sDIMM DDR5 RAM

GPU: MSI Suprim 3090 Ti 

OS: Windows 11 

 

Upgraded from a Ryzen 5 5600x if that makes a difference. 

 

the Bios is the most current version (while writing this I realised it is the bata version 7D74v164)

I have manually turned on PBO in the Bios and set the ram to EXO Profile 1 

I also turned off the TPM and i was unable to boot into windows and turned on secure boot. 

 

All the drives are up to date using the Adrenalin software.

The GPU drives are also upto date and the board software was updated and downloaded by the MSI Center. 

 

I have also done a windows reset removing all the drivers. 

 

I'm at a loss here i'm hoping that posting here will get me some assistance.

What power supply are you using?

Corsair hx1000w. sorry i cant seem to find the invoice with the exact details

Maybe reinstall chipset drivers, else windows altogether

I've attempted both still no luck.

I've done another reset before I do to much to it is there a specific bunch of parameters, settings and software I 100% need for the 7800x3d to function?

So i have reinstalled Windows 11 completely and installed the below software and its still doing it
