DRAM light issues

That's expected behavior. It's going through memory training, which is why the DRAM LED is on. 

Brand new build with a 7950X3D, ROG STRIX B650E-F, and 64 GB DDR5 Flare X5 memory from GSKIL. 

Whenever i turn on the pc the DRAM led comes on and stays on for about 10 to 20 secs and then goes off and pc proceeds to boot. Ive updated the bios to newest version (as of 8/10/2023) and i have reseated the ram and put them in different slots (2 sticks). Does anyone know why its doing this? It is quite annoying. (Pc doesnt have an OS or GPU in or on it quite yet)

Will it eventually stop doing this? My first build 3 years ago didnt do this and has worked flawlessly so this was unexpected

If you have memory context restore on it shouldn't be taking 20 seconds, but it will always light up for a few seconds at least. Memory Context Restore doesn't work on all boards though, so it might just not be used. 

 

Odds are your first build didn't do this is because it was DDR4, and DDR4 takes a fraction of the amount of time to train memory as DDR5 does.

Yeah, it'll be somewhere in the BIOS. No idea where ASUS puts it, I haven't used an ASUS AM5 board since Memory Context Restore was introduced, though from what I remember with the Gigabyte board I've used (this was still a few months ago, but it's a few months more recent than the ASUS board) it's under the AMD Overclocking menu in Tools, then in the DRAM sub-menu. ASUS BIOS should offer a search menu where you can try just looking up that setting, though your mileage may vary with how well that's able to find stuff (it's been pretty hit or miss in my experience).
