My opinion agrees with what you have read. Uninterruptible Power Supplies are made to cut to the backup battery instantly, and then back to AC power once it comes back on. Usually they do surge protection and such as well. Portable Power Stations are meant to be charged up and then used as well, a portable battery, thus the name. They don't cut back and forth from AC power, and that's good as the lithium batteries would die far faster under that workload than the chunky lead-acids usually used in UPS units.
